Payment Terms

The Texas Department of Housing and Community Affairs (TDHCA) Texas Utility Help Program is submitting payment to utility vendors and landlords/property managers for energy, water and wastewater services, fees, late payment penalties, and to pay the past due amount in the disconnect notice or the amount due at the time utility services were disconnected for the customer whose name, address, and account number is specified on the check.

Utility Vendors

By accepting the payment, Vendor agrees to:

1. Credit the customer account for the amount set forth on the check
2. Restore water/wastewater services if disconnected, or
3. Prevent disconnection of water/wastewater services

Landlord/Property Managers

By accepting payment, Landlords/Property Managers agree to:

1. Credit the customer account for the amount set forth on the check
2. Ensure payment amount is applied to utilities ONLY and not rent

TDHCA requests proof of the application of this payment on the referenced account to us via return mail using the address printed on the check.
